              Utility Billing Clerk — Part-Time

The Utility Billing Clerk provides accurate, timely, and courteous administrative support for utility billing and related municipal services. This position works under the general direction of the Office Manager/Deputy Clerk and serves as an important point of contact for residents, businesses, contractors, and government officials.

Hours:  28 hours/week
Pay:  $17–$21/hour, depending on experience
Schedule:  Initially Monday–Thursday, 8:00 a.m.–4:00 p.m. The schedule will transition to Tuesday–Friday, 8:00 a.m.–4:00 p.m., as the office returns to Friday operations.

Key Responsibilities:

  • Process monthly water bills, payments, deposits, past-due notices, shut-offs, and new utility accounts.
  • Monitor water usage, account adjustments, and monthly reports for accuracy and reconciliation.
  • Respond professionally to customer questions, concerns, and unusual water-consumption issues.
  • Process work orders and route requests to the appropriate department.
  • Process building permits, inspection requests, inspection invoices, certificates, and related reports.
  • Prepare and maintain Certificates of Occupancy and required notifications.
  • Manage annual business registrations, certificates, correspondence, and related databases.
  • Process snowbird/vacation forms and maintain related records and notifications.
  • Maintain databases for vacant, foreclosed, and rental properties.
  • Maintain the Municipal phone directory and assist with other administrative duties as assigned.
Qualifications & Skills:
  • Strong customer service and communication skills, including the ability to remain calm and professional with upset customers.
  • Excellent organization, attention to detail, and ability to prioritize multiple responsibilities.
  • Ability to work independently, exercise sound judgment, and meet deadlines with minimal supervision.
  • Ability to handle interruptions and changing priorities while maintaining accuracy and confidentiality.
  • Ability to communicate effectively in both written and verbal English.
  • Working knowledge of Microsoft Word, Excel, Outlook, and standard office applications.
  • Ability to establish positive working relationships with elected officials, government agencies, coworkers, and the public.
Additional Requirements:
  • Must be a notary or obtain notary status within six months of employment.
  • Must complete NIMS training within six months of employment.
  • Must be bondable.
  • Successful completion of a background check and fingerprinting is required.

This is a public-facing position requiring professionalism, discretion, accuracy, and a commitment to providing excellent service to the community.
